French electrical regulations are very strict and rigidly enforced, but this has not always been the case. Recent studies suggest that less than half of the homes constructed before 1974 meet even the most basic electrical safety standards. Every year some 80,000 fires are attributed to faulty electrics, resulting in many thousands of serious injuries, many fatal.
There is no obligation for older properties to comply with the current norms (UTE NF C 15-100), but renovations and/or additions to the existing electrical installation must comply
with the relevant sections. PROMOTELEC, the French association responsible for the promotion of electrical safety, do publish minimum safety levels and, if the property is rented, there is a legal obligation to meet these guidelines. This situation is set to change in the near future with the introduction of mandatory surveys for all utilities when buying or selling property.
